Newbie Investor/Great Deals No Buyers

Hello DG family It has been my dream to become a Real estate Investor for a long time. I keep coming across great deals in my own back yard like this one I have attached. I wanted to start off bird-dogging for some serious investors but I'm not coming across any serious quailified buyers. I have been to a couple of realestate clubs to network most people cant obtain financing due to new banking guidelines. I have lost out on three deals already because of this. Was hoping anybody could give me any ideas to find some serious cash buyers. The property I have attached when I did my due diligence I found out the ARV(189k-225k) this was my neighbors house and they where having foundation problems and was quoted $20,000 to fix also needed plumbing and General makeup(ex:drywall,electrical)an additional 40k quoted by contractor. That leaves 129k to 165k left in equity and this is only one deal I come across but again cant seem to find any cash buyers. Anybody have any suggestions?
